According to Brady, a number of letters specified that their letters were only effective after the Jubilee. Given the boos Johnson received, the delay hasn't helped the mood. (Norman's letter is excoriating.)
 
...and the vote excluding government buttsucks is...75% against Johnson.

We don’t know that all of the payroll vote remained loyal. There are quite a few with ambition. Truss? Javid? Even Sunak might think he can recover before the next GE.

True enough but we also know that all on the government payroll have a financial incentive - keep the job, plus the perks and status - for backing the status quo. I'd expect the ''eligible'' contenders to have secretly voted against Johnson.
