As ever, just a headline and not the full story, which paints a rather blurrier picture.
The report to social services was made in 2020, and the school had changed the child's name and pronouns on their systems, meaning that reports would have used those names.
So either the parents were doing "watchful waiting" or they weren't, because it can't be both given the situation.

Raises the question, why did the school report the parents?
They had taken clinical advice, they were of the opinion that the child would grow out of it. The school were told not to affirm the child's position by the parents.
Who has responsibility, parents or school. The school ignored the clinical advice, read a rainbow leaflet and decided they knew better

No school follows whatever student says, if they would knew better you imply they actually have some kind of assessment.
Not going into the reasons why they reported the parents, there is simply to much that we don't known and will never known to say something sensible about that.
