Can the (Met) police ever change?

I am just catching up after a break, this is not actually correct.
Go on…

This is an horrific string of crimes with which another Met police officer has been charged.
https://www.bbc.co.uk/news/uk-england-beds-bucks-herts-60781959

The 41 charges he faces are:
  • 18 counts of rape
  • nine counts of sexual assault
  • five counts of assault by penetration
  • three counts of coercive and controlling behaviour
  • two counts of false imprisonment
  • two counts of attempted rape
  • one count of attempted sexual assault by penetration
  • one count of causing a person to engage in sexual activity without consent
And, just like Sara Everard’s murderer, he is a member of the Met's Parliamentary and Diplomatic Protection Command.

“A Metropolitan Police officer accused of a string of sex offences has been charged with additional offences including rape.
David Carrick, of Hertfordshire, has been charged with 12 further offences, bringing the total to 41.
Some of the charges relate to three new complainants and allegedly took place between 2003 and 2015.
The 47-year-old denied 20 of the charges in court in December.
The Crown Prosecution Service said the latest charges were two counts of rape, one count of attempted rape, and two counts of assault by penetration relating to three new complainants between 2003 and 2015.
Additionally he has been charged with three counts of rape and four counts of sexual assault relating to one of the existing complainants between 2018 and 2020.”

How the feck do you rack up 41 charges whilst still in your job !

Surely you must understand that he hasn't had all these charges at the rate of about 2 a year and kept his job? He has finally been caught and charged with 41 offences all at once.
It is possible that the charges may all be without merit. If he is found guilty of all or most I predict that we will then discover that his colleagues always thought he was a bit of a wrong ‘un but did nothing to halt his behaviour.

Victims do not go to the police, if the police is the one who did it to them. If one victim is brave enough police go into his record and contact potential victims in order to find out if he has done more than one crime. in this case 41

Jup 18 rape victims have just had a bad dream, coincidently involving the same officer, coincidently involving his penis. Coincidently involving force and abuse of power.

Good that these case come to light now, the question is more, has the police changed enough over the years to make sure that in 5-10 years we don't hear of any similar cases covering lets say 2020-2023?

All the charges could relate to one alleged victim and span a number of years. If the victim is a member of the same household, it's not inconceivable that the accused presented a perfectly normal facade to others and whilst at work. I think Wayne Cousins being nicknamed 'the rapist' by his colleagues is unusual. Most sex offenders manage to keep up a fairly normal front and will go through their entire careers as police officers, teachers, doctors, scout masters, priests etc. with often only the victims aware of their true character.

That's true but the report I linked to states, "Some of the charges relate to three new complainants and allegedly took place between 2003 and 2015", in addition to existing multiple complainants.

I missed that bit, sorry. Adam's link confirms it too. Good that people feel more able to come forward. It will be interesting to see how many of these complaints were already known to the Met but hadn't been pursued.

Report out on the Met by HMIC today. Haven't seen the full thing but apparently there's stuff like the fact that cash, jewellery, drugs regularly 'go missing'; access code for one store was scribbled on the door. Over 100 new recruits have previous convictions for crimes including theft, and 2,000 warrant cards are missing.
